Senior Trump administration staffers have reportedly been horrified and unsurprised by the President's behavior for his entire term. According to Business Insider, one such occasion was a call in January 2017, with Russian President Vladimir Putin. The call was slated to congratulate Trump on his victory. However, aides say it quickly turned into Trump "fawning" over Putin, and even apologizing for not calling him sooner. People had gotten really numb to him blurting out something he shouldn't have. They were also 'genuinely horrified' when Trump lauded President Rodrigo Duterte's extrajudicial killings of drug addicts. In April 2017, the president praised the Philippines president for doing an "unbelievable job on the drug problem."
